Airport.

The airport has policemen patrolling today, not anti-terror police, but run of the mill officers looking friendly and ready to deal with lost children and other distressing personal issues. But why are they never here when I need to report drunken rapscallions wearing tee shirts emblazoned with slogans that would make a salty old sea dog blush? They only are present, it seems, when the airport is all but empty like today. Maybe they don’t like crowds.

Maybe it is like law enforcement here, grants available for more patrol during the holiday season?

It sounds like you've noticed a pattern at the airport where the police presence seems more visible during quieter periods, but less so when the airport is bustling and issues like disorderly conduct might be more likely to arise.

It could be that the police officers do not like to be around crowds due to the danger of being attacked by mobs of people.
