The Internet is the worldwide, publicly accessible network of interconnected computer networks that transmit data by packet switching using the standard Internet Protocol (IP). It is a "network of networks" that consists of millions of smaller domestic, academic, business, and government networks, which together carry various information and services, such as electronic mail, online chat, file transfer, and the interlinked Web pages and other documents of the World Wide Web.

I'm not sure exactly what your question is. I noticed that in all of our English reference manauals, for citing papers, there are new chapters on how to cite internet resources. Most people don't even step into libraries, unless they need a lot of first person sources.

From my opinion, internet is more than school or just a library for us who work and live with the internet. As a regular user whose just used the internet for entertainment will never understand the future of internet. I view the internet as a whole another world that we live in known as cyber world. There we can work, our daily task start from documenting until meeting, everything just in connection, and as we know not even in the same area, even different countries right.

i think is true, you can do a lot o things by the internet, manage bank accounting, studies, readings, communicate with a sea of people living thousand miles away. Its an amazing world which is contributing to the improvement of areas like science, healf, etc.

It is very very difficult to say that internet is the next school or library. Because it covers everything.
