Why can't we charge Mexico for the money we spend caring for their citzens?

Every year more and more illegal immigrants come from Mexico.
American taxpayers have to pay for their emergency health care and the cost of deportation if they are caught and the cost of incarceration if they commit a crime or while they await deportation.
Why can't the US tally these expenses and bill the Mexican government for these expenses.
The Mexican government is against us building a wall to protect our border. I bet they would soon change they're tune and stop making it easy for their citizens to sneak into the US if they had to pay the costs!

To start getting back our money, all we need to do is stop sending them aid. Yes, we send "foreign aid" to Mexico.
Of course, they don't want us to stop illegal immigrants from crossing that border. 1) Illegal immigrants are sending billions back to Mexico every year. 2) All the illegal immigrants that come through Mexico from other countries would be stuck in Mexico and Mexico doesn't want them either. We routinely catch illegal immigrants from 12 other countries coming across the Mexican border (including Chinese and Bosnians).

Why cant the Mexican government start trying to improve their living conditions so that people will want to be there? Why do conditions go on there that are considered way below poverty levels and why dosent the UN and the human rights orginizations ever pass any sanctions or make any efforts to educate their government? We are trying to help people in other countries when this one sets right next to us and this has gone on for years.Not to mention the fact that if they cleaned up the country all this money wouldnt be spent battling the border problems.
