I can only give some advice about general health care, you find some ideas in my profile.
I think your dad could benefit from seeing this movie, it is 45 minutes long but very interesting. And it is not all about earning money but also what can make us feel better and improve our health.

I am also a suffer of this horrible diabeties, and I understand completely with what you are saying here as I was suffering this as well, now check his medication is it too strong as this is what I found out so I reduced the medication, and found out that by doing this my feet are not swelling now and also my legs. It was dreadful as I could not put my shoes on that is how much the swelling was. So check on this. Massaging does help some due to helping the circulation, but also tell him to make sure that his feet and legs are warm.

Diabetics often have problems with their legs. I think its to with bad circulation but I can't be sure.
The best way to help with this sort of problem is have a more strict diet. If he cuts out all sugar and refined carbs and replaces them with complex carbs like wholemeal pasta and brown rice this should really help with the problem.
Losing weight also helps (but of course he might not need to).

diabetes causes bad circulation that is why it is SO important to exercise and to watch your weight. walking is excellent but massaging will only help temporally start with short distances and build it up. if a diabetic doesn't look after, especially bad circulation they can loose their limbs so please let him start as soon as possible
