If a parent does not pay child support do they have the right to see the child?

My friend has been taking care of her daughter for the passed year with out any help from her ex except 100-200 a month. Legally he is supposed to pay 389. a month but he refuses. Does he still have the right to see the child when ever is convinent to him?

I think this is a tough decision to have to make ,and I think it would depend on the situation. Is the father a good father other than that? Is there a reason he is not paying the amount he is suppose to pay? Why is she not taking him to court to get the rest of the money he owes her? I would have a very hard time not letting my children see their father even if he wasn't paying child support. I feel they need to have his presence in their lives and as long as he is being good to them, I don't feel I could take that away from them just for the sake of money.

The father does not pay attention to his daughter when she's around. The daughter crys everytime her dad comes to pick her up becasue she doesn't wanna go with him. I know all this because I'm friends with both parents and have been around since before they got together.

It's a good discussion topic but because they won't or maybe can't pay this money I don't think it's a good enough reason to not let the child see it's father although I agree not whenever it is convenient for him, but money really shouldn't be used as a hostage when a child is involved!

I think in these circumstances you need to think about the child. If they want to see their dad and enjoy being with him then it is better to let it continue. The money thing needs to be sorted out, but it should be separate to the child. It is important that they know that both parents still love them or else they will blame themselves for the split.
