No, because I don't think hurting people is the right way to deal with your problems.

Only if I knew that person was trying to hurt me or some other innocent or had hurt people in the past and had the potential to do so in the future like Osama Bin Laden.

I agree with you on the osama part. It would be OK if you knew for sure they are/were bad.

No, I wouldn't use it to hurt anyone. I would use it to embarass someone though. Instead of using it for pain you could have the doll trip over something or pick it's nose...stuff like that. I think that would be funny and harmless for the most part.
