shantanu_naanu its just not fair to decide straighly..yes i think bihar is corrupted but maharashtra is more as bihar is famous but bcoz of the people who do this and give others name...so maharashtra is the answer

shantanu_naanu well i think this depends on individual to individual ..may be that person is in sound health so a solution to this problem may be that we should take a driving test and again issue the driving licence as the person reaches 80.
