How would you know if a lottery winning notification is a scam or not?

I've been receiving so many lottery winning notifications nowadays.. how do you detect a fraud (i think most of them are)? and where do you report such scam?

superkala im using AVG.. its free... its very effective.. another thing is that it is "lightweight" and maintenace-hassle free... it updates easily! now thats an anti-virus! =)
