When do you criticize people?

I don't think we don't have any use for criticism, it can help, but when do you do it? When you think they done or said something horrible? Do you do it to help them or for pure evil? I'm not kidding, seriously, there are people...

yusfy27 i like critism,constructive critism,critism would have an impact positif for those who can use it well, it does not matter if you critize him,but any response should be in a proper way....may be it work....
