Its called a sipup . Its very cheap , goes from 1rs to 10rs ($0.01-$0.1). They come in different colors , and sizes . The cheaper ones being flavored water syrup while the more expensive ones are basically flavored milk . Its consumed frozen and you bite off the corner and suck the juice from there has it melts . I have had it a few times in my childhood .
Nowadays I can see Kids after school or tuition having this has they are walking the sidewalks .
Do you have something similar like this at your place ?

I can remember eating something similar as a child in the 1960s. They were called Tip Tops and came in several different flavours.

Yes, we have something similar to that we call "ice candy" or ice pops. They come in different names but are just the same. Those that use artificial flavorings or the cheap kind of powder flavors, or those that are store bought ready made ice pops, those ice candies sells cheap but not very delicious or as tasty as those that use real ingredients in them such as milk, chocolates, fruits, cheese etc. But those cheap ones are already good enough for children to cool them down especially during hot summers.

When we were involved in my mom-in-law's shop in South Africa, we sold a lot of those. But the favourite there was apple munch, basically frozen apple juice. We sold hundreds of those in summer.
I've not seen some thing similar here though.
