iluvujoy License is not needed anymore. Being a parent, it is a great responsibility. Of course, it needs a greater commitment. I suggest that the government together with the churches will conduct a parent seminar to guide the future parents.

malsun unfortunately there cannot be any law! How do we judge whether a couple will make good parents or not..irrespective of whether they are working or not. I believe awareness and having a strict marriageable age restriction may help to an extent.
