You should be able to do it without a pattern. Measure your sisters arm in about three places and work out how many extra stiches you will need by the time you reach each of the places. You can do that by looking at the tension instructions on the original...

For almost all mitten and gloves I do a ribbing for the cuff. For very long cuff I like to k2,p2. This gives a cuff with a lot of stretch and will fit over most arm shapes very well. In fact, I always do a longer cuff than is called for, as I hate that gap...
