Are written exams best criteria to judge a person's talent

All people are not same . Do you think that a exams taken with paper and pencil can always judge a person's talent. In our universities written exams are assumed to be the way to judge a person's abilities.

Scientists now modify the genes of dogs ,so that they remain beautiful,they donot increase too much in size etc.But it spoils the nutural traits of dogs and we do it just for our amusement.
