xocolatedrool yes garbage bags are indeed one of the add-on problems. But that can be tackled as second step. If all carried their own bags imagine how less bags of plastic will be around in the dump yards.

xocolatedrool even if it is free, the plastic outside, you could still carry your own bag. The choice here would be fully yours.
