Lisander I don't know your country, but on paypal site you can find the list of countries who are allowed to receive and keep money in paypal account. Not all countries have that right. Mine doesn't , so i just linked my card to my account, and when i want to pay...

Lisander hm. I personally dress 1 hour. And chrissieatu is right- it takes usually much time to choose your outfit so that you return to your first choice and rush out with being late 10 minutes. I don't think it's women thing, maybe it's a human thing) some people...
