chachie04 it's impossible to make new account using the same name a your old account. Maybe you should check first if the bank you are using is a paypal partner. I'm from the Philippines and I'm using Unionbank for my paypal and I haven't got any problems.

chachie04 sad fact about this is a lot of people still fall for this scams. If the website ask you to pay just to participate on their activities then it's a scam and if that site promises an oh-so-good-to-be-true amount of money then it's also a scam.
