Taskr36 I can't speak for state and local, but at the federal level they typically have at least a masters degree with a large number, if not the majority, having doctoral degrees (typically JD).

Stephan oh I know this issue very well. I just started another discussion about people who are not willing to listen (ie. to admit mistakes). Erosion is one of the worst things that can happen to the ground. He should definitely listen to you.
