How do you get kids to clean their rooms? HELP!!!!

My kids' bedrooms are atrocious! How in the world do I encourage them to keep them clean? I have threatened and removed TV's, video games, computer priveleges....I am at my wits end! Do I incorporate some kind of reward system?...
