visavis Welcome.. yes your correct government should have really tough for their ordinances and should be vigilant. As my observation one main reason why having many crimes because of POVERTY that push others to do something bad.

visavis that's why parents are suggested not allow thier children to their computer task outside their house. In this case at least parents should provide their children a simple computer sets with internet so that parents can monitor and guide them.

visavis It is impossible because we cannot force them to be active unless they will realized the good and enjoyment here plus the earning they will get but since now the earning is not really attractive.
