What is “OSHA-CEIL”?

I know OSHA is the abbreviation for Occupational Safety and Health Act.What is CEIL? And its standard is NE,what does "NE" mean?

Is the sentence "Could I speak to whoever is in charge of International Sales please?" right?I think the word "is" after "whoever" should not be used here. Am I right or wrong? Please tell me, and thank you.

zhangw I used to treat it as a joke until I saw the translation in a formal situation on TV. I don't think it is a right attitude towards translation, and it will mislead others. You see, the two friends above don't understand its meaning.
