zralte You can only upload a picture on a discussion when your user rating is 500+. Before that, you can upload it in a discussion that you started only, not on your responses. Read the photo guidelines, link that mysdianait has given.

zralte When you log into your paypal account, what does it say? If it is limited, it should say why and also tell you how to get it solved. After log in, go to 'Resolution Center', that should tell you what you need to do.
