How does page rank work?

I signed up for blog tracker. Yesterday it said my rank was 1761, today it says 1423. Which is better? What exactly does the # mean? Thanks.

ippomails - has anyone been paid?

I just entered to cash out my earnings on ippomails and they say it can take 30 -90 days to get payment. I was wondering if anyone else had tried this site and actually been paid. Or if they didn't pay, what their reason was....
