Should the US have advertisments in blocks before and after shows?

I have heard that in other countries, Europe for instance - that tv advertisements are contained in blocks before and after a tv show. This means you could actually turn on the tv late and turn it off early in order to avoid...

IGetMoreMoney No not really because that would be a great law suit and about the whole rabies things I really never see any stray dogs and I don't think an owner would keep a dog with rabies...
