Imhappy why dont you try some indirect way of asking the money back.. or what you can do is to borrow some money from her and tell her to adjust this amount in what she owes you.. then if she/ he asks you can remind him/her.. that should be an easy way out..

Imhappy definitely... and if it is not, then we should try making it much better by being good citizens of the country and reporting any kind of corruption or wrong activity happening around us... we can not leave our country sayin that we dont think its a good enough...
