I agree that many Filipinos don't know how to value and manage their time properly. Besides, they don't have any respect for others schedules and commitments. And perhaps, Filipinos used to follow their own time. :)

THISISIT That's why there is a tag for filipinos as having "filipino time" which connotes that they are not punctual and on time. Sad to say it is true, why they have so many reasons and excuses for being late.
