Ms.Chelle @Gilljane Thank you. A 98-year-old woman lives above me, and she keeps plastic or fabric (fake, anyway) flower garlands on her balcony railing. Sometimes when the winds are high, pieces fall. That purple lilac-looking thing was one of them.
