Why does working at home program always ask for fee?

Anybody join the work from home program? why do they always ask for fee? and some of them monthly fee. Anybody know legitimate working at home program but no fee involved? or at least the fee is cut from our earning.

Paid to click program (PTC) is scam?

Many PTC is scam. I've tried. they even offered US$ 2000/click.. Do you believe people give you $2k just by clicking their advertisement? com'on .... but there also real PTC program, but payment is US$ 0.001/click, minimum payout...
