No Credit Card Needed PayPal-Like Sites?

PayPal imposes a limit on your withdrawal amounts until you verify your account with a credit card. Are there any other legit sites that you know of that don't have this sort of limit without a credit card? Happy MyLotting.

What do you think is the best Laptop brand? I think that Macs are good, but different. Toshiba and Vaio are good personal computers. Lenovo makes really good buisness models. Any other ideas?
