rkaede i would suggest you running linux as your server. it has built in bandwidth management. sure this is one of the most needed for running an ISP. My friend using Slackware Linux as server. i think almost all Linux is ready for server. even Ubuntu.

rkaede I think it would depend on your budget actually. if you have no problem with budget. surely Nokia N80 is a perfect solution for you. It has bluetooth, 3G, wifi.you can say all the things about internet connection.But if you really searching for GPRS ONLY well...
