merrydew The article suggests the fund may be financed by private money, from investors in clean technology. It's not clear how much public money will be used. This doesn't sound such a bad idea.

Does it rejuvinate his campaign, or does it merely add a win to the Republican candidate who went into the Michigan Primary with the most total delegates.
He now has twice the delgates (42) as 2nd place Mike Huckabee (21), but...
