Why do we have to put likes before commenting?

I found a pattern here, people are always putting their likes before or after commenting. You can easily find that they give you a double notifications. First the comment, second, the likes. Or reverse

Hartika Kahar Maybe because we don't need to think much before liking, and for comments we need to think first so that our comments are suitable with the topic and no one will feel uncomfortable with our comments
