Is jail always the answer?

Usually when someone does something wrong or illegal they are sentenced to jail. Is that necessary all the time. Is there any situation that doesnt warrant a jail sentence? For me, I think that jail isnt always the answer....

Zenstrive Jail is always the wrong answer. Criminals should be enslaved, gagged, and worked to near death so that they will be truly sorry and won't want to reenact the nightmare!
